Tax Exempt Field Null

I require assistance with Breakout Code for the following:
On a Sales Quote.
On Save.
If Tax Exempt field is not null then have a message appear on save. Message is “Please include bank fees on quoteâ€.
Will need to know the breakout to use and also the code to use.
