Why can you NOT activate new month transactions until rollover is done? Is it critical that this does not happen? what are the effects if new month transaction ARE activated?

Can someone explain to me in detail what OEM rollover does?
Why can you NOT activate new month transactions until rollover is done? Is it critical that this does not happen? what are the effects if new month transaction ARE activated?

You can activate future month transactions. I have just tested it to be sure.
Maybe the future period has been locked?
