File Watch problem

Hi,
Thanks for your reply before.
Here is another problem for file watcher on jiwa 7.
I enabled the file watcher and set the schedule that run for every 5 minutes. it is started when I restart the plus in schedule service. but when I put a file in the folder, nothing happens. no error message in event viewer, the file is not moved to pending, failed or successful folder. it stays in original watch folder. I don't know what happens.
Here is the environment:
Jiwa Version: 7.0.129
File Watcher Plugs in : the original one.
the message in event viewer when start service: Started monitoring folder: 'C:\ProgramData\Jiwa Financials\Jiwa 7\Import\CSV\Sales Orders\Watch'
the file I put in: a XML file that export from jiwa 7 sale order for testing.
no error message in sql server log, no error message in event viewer.

Would you please give some advice?

Sorry, please just ignore this.
The import folder is created in programdata/..., I put the file in under program files (x86)/...
