Login to Jiwa using the application, and open the Licencing form from under the System Settings folder of the menu. Click on the JiwaApplication licence resource and on the grid on the right, ensure the user you are trying to auth with via the API has a licence. Also if any red error indicators appear, hover your mouse over to reveal the tooltip telling you why the licence is invalid.
