Conflict Between Web API and Scheduled Plugin Service

If the scheduled plugin service is running and you recompile and you restart the web api it will fail to load the recompiled plugin but does not produce an error if both services are running as the same user, unless I've missed it in the event log.

The Jiwa client can have the same problem but it produces an error at start up.

I believe DEV-7194 and DEV-7200 addressed this issue - part of 7.2 SR2.
