Restarting your PC would not have been necessary.
The fact that your plugin showed up in the /queries/startup log indicates you already had restarted the Jiwa API service after creating your plugin - but perhaps you'd edited your plugin since and had not restarted the service after making those changes.
If you make any changes to plugins relating to the REST API, it's always necessary to restart the API service before those changes take effect.
