Can you pls let me know if it’s possible to unlock the notes on a purchase order after it has the status set to Sent. Is it possible to have a button to toggle the notes being editable e.g. “Unlock/Lock Notes”

Absolutely!

I've attached a plugin that demonstrates notes grid unlocking on purchase orders. Because the plugin's purchase order readend handler is added *after* that of the purchase order form and notes grid controller, the plugin code will always have last say (i.e. it will unlock the grid and nothing else will jump in afterwards and lock it again).
