The Beta setting was ticked to use UTF-8.

I was going to mention that it should be unticked. But thought "nah, no-one would have that ticked on.". Doh!

It looks like that will be checked for you automatically if you change the locale to something like Yi (China) - but it does not uncheck it when you change the locale back.

And I am sure knowing Microsoft they will have moved it to somewhere else in Windows 11
